C, yes, in Canada we manage the waiting list by death rate. the wealthy go to the USA.
The system is totally corrupted here with all levels from janitor up gatting way more than their counterparts in the USA and they manage their time badly. System is overmanned at the bottom and undrmanned at the tope since nurses now get 435 per hour. Even at that many leave for the USA and are happier on $18 perhour in a non union facility. Here they are all unionised and we all know who is next to get the best job....the union man with the most seniority, even if there are far more capable men/women who joined later and have more up to date training. No incentive to work properly, instead they make sure that they take the max time per procedure, as per union agreement. Perish the thought that they would to 2 more Cat scans per day.

In the private clinics in Buffalo NY,(private clinics are outlawed here in Canada) they can do a scan the same day and they have shifts of operators who keep the machines running 24/7.
