The question is when will the glut end?

If you are talking about unlit fiber hopefully not before five years, or possibly even longer. It would be a failure of planning if a ISP had to reopen city trenches a mere two years after having buried fiber.

If you are talking about lit fiber, as soon as the recession ends the small excess will be mopped up.
