MM--The reasons for buying back shares are varied. Some companies will do this to maintain a supply in the treasury for sale to employees or to hold for a possible acquisition, done without need for filing a prospectus for additional shares.

I take a much broader view of the potential market for CDMA. It includes all existing GSM/TDMA subscribers, but it also requires changes in attitudes by agencies/countries whose policies work to exclude CDMA. To assure at least a foot in the door requires that QUALCOMM pursue many different opportunities in order to prevent losing these markets by default. If its market were assured, then the company could rest on its laurals. But until then, it must invest a lot of cash, time, and energy to expand its markets.
