Of course it is the responsibility of the individual to try to earn more, but as the data protrayed showed there are a lot of jobs that pay squat and a few that pay enormous salaries. So 20 millions taxpayers who are paid squat cannot just get themselves a higher paying job. If you want everyone to pay taxes you need to get everyones pay above basic survival level. It is that simple there is no other humane answer. Unless you just accept the tax structure the way it is. Or you are a proponent of the going bankrupt philosophy now in vogue.
