That is not, in fact, true. Clinton was a very weak leader of the Democratic Party in Congress, and even before the Congress turned Republican, was rebuffed on spending by the Democratic House. Subsequently, of course, the Republican Congressional leadership fashioned the budget. The main thing he had going for him was the veto. As for the shutdown, Clinton had a deal with the Republican leadership that he reneged on. That was why they went to the mat, thinking he would get the blame. Unfortunately, the relentless White House spin machine worked all to well, and the Congress got blamed. As far as the surplus goes, the Republicans held his feet to the fire on that as much as on welfare reform.......
