It is simple, but it is not true. Clinton's deficit reduction may have gone faster than originally scheduled due to the robust economy, but it was always an track. The initiatives that he and Gore proposed were carried out on schedule, there was no attempt to suddenly change priorities because of the booming economy, instead it just accelerated the repurchase of treasuries. It's simply a matter of following up competently on your goals.
