Essentially, it involves central banks lending gold to speculators to sell on the open market, depressing the market price and thus elevating their fiat currency values relative to gold. Some banks (BOE, Switzerland) have taken to announced, scheduled open market sales (which is fine, since everything is aboveboard and all their citizens understand what's being done and why). Not so with US gold sales (which, contrary to one of Zeev's post, do NOT require congressional approval to occur). It gets a great deal more complicated than that, but that's the reader's digest version. If you want some more details, here's a peek:
