Fabs themselves have a minimum requirement before they can reliably produce the next generation of products. Many of Intel's newer fabs will last through several new process generations, but some of the older ones will be obsoleted. Others, still, can be upgraded or improved through renovating the grounds. My guess is that Intel will choose the least expensive way to expand their manufacturing, whichever way that is.
