AMD presented information on 35W mobile processors at its 11-08-01 Analyst Meeting. See slide #38 for example: "35W available starting now" and "16, 25, 35W roadmaps for Thoroughbred."

I tried to find a link for the slides but could not. I would be happy to e-mail the whole set (or #38) if you send an address by PM.

AMD can label their processors any way they want. As long as they fit a 25QW (stands for QuantiWatt) barrier around each of their processors, they'll easily be able to shoehorn them into any mobile design. Meanwhile, in the real world, it will take some serious technology in the future to allow faster processors to stay within their current power levels, let alone decreased power levels. Banias represents the first real shot that Intel has had at creating a brand new micro-architecture aimed at lower power. What the hell does AMD have?
