There will be NO decline in the budget, just the surplus. And yet now we will have to endure BS about budget CUTS for the next two years.

They absolutely can't win without lying and they know it.

Went to their web site and the headline there does include the word "Surplus". It is convenient that it got dropped when it moved to YAHOO.
