The bold portion of the report is nonsense. They picked him to be an informant because his beliefs led him to be in contact with the groups under investigation. Their plan was to trap him on the bogus firearms charge to blackmail him into working for them. The scheme backfired.

we found insufficient evidence to sustain the charge that Weaver was illegally entrapped into selling the weapons.

A jury in Idaho found otherwise.
