That's a change on the ol' radar screen. Previous to this, the only thing I saw the Administration was claiming to be worried about was the impact to the war on terrorism.

Suppose just India used nuclear weapons and Pakistan was decimated so badly that it couldn't respond. That would avoid the world's first nuclear war. There could be a tactic in there for the Administration.
