One needs fewer troops and materiel to defend a position
Only when confronted with another offensive army and a static defense. Missle confrontations are an asymetric arrangement where the offensive side needs to only go toward the target and can make use of many cheap decoys while the defensive side had better hit precicely and completely. This is nothing more than the Rumsfeld buddies full employment act, not a credible defense.
