It's unlikely that a rogue group or terrorist cell could mount an effective missle attack. They might send one, two, or a dozen somewhere, but it is no more likely than an equivalent number of truck bombs. Terrorists would be deterred much more by a few hundred billion dollars worth of extra police protection than from a missle defense shield.
