Operational? Not really surprising. It grew out of the OSS, which was essentially entirely operational.
This might be OK if they were better at it. How about sending them to Mossad for training?

Policy making? Not good. OTOH, the military also has a say in policy. They don't just follow orders. They get to influence what the orders are. Or whether there are orders at all. Which makes some sense. If they say something can't be done, or will result in enormous US casualties, maybe it needs a second look.
