Do you really think that our enemies, or potential enemies, are so stupid that they could not recognize a decoy for what it is?
Considering that the thing doing the recognizing is a computer hooked up to a radar and it has a lot of targets in a little amount of time then yes, I do think they are too stupid to recognize a decoy and will therefore shoot at most of the junk sent to them.
