I know what you meant. Your post, though, was the complete opposite as you made earlier in response to this question: How can Congress legislate approval to drill in South America? Of course it can't legislate for Canada or South America. Bit it knows how to make a deal. That would make more sense, to me, than exploiting scarce wilderness.
