Yes, my understanding is that our military planners are quite worried about the effectiveness of the relatively low tech 'keg of nails' attack against satellite assets.

Since the shotgun-like kinetic impact from millions of 'nails' placed in counter-rotating orbits to those of our intel satellites would affect not just us, but also anyone else's sats. in similar orbital positions... it is a matter of concern to all the space powers.

Since it could take many years for the shrapnel to clear out from orbital positions - thus precluding those positions from being used - it is a serious strategic threat.
