It is like your faulty example of the Maginot Line. The Line did what it was supposed to do, prevent a direct attack from the Rhineland. The failure was to deal with the additional contingency of defending against an attack through Belgium. Similarly, the threat of missile attack, on American territories (including Alaska and Hawaii) or American allies (such as Japan or South Korea) is pretty great if we leave that hole while closing other avenues of attack. If we aspire to cut down on our nuclear arsenal, and not be forced to resort to it in retribution, we will guard against rogue states. The analogy is to having land, sea, and air forces, in various combinations, based in diverse places, to protect our interests.
