Available evidences suggest right opposite:

1. 2.2GHz parts have extremely low operating temperature, 69C;
2. 2.2GHz part has significant leakage - 17A;

3. Intel announces a "low-power" line of NW, 1600,1800,2000,
with lower leakage;

The above facts seem to point to bin-split problem and
correspondingly poor yields at 2.2.
