Something along those lines, but not just as "cheap labor". I'm talking about developing skills, a work ethic, and a sense of confidence they could take with them as they then pursue academic studies, armed with the "voucher" provided to them in exchange for their service. And preparing young people to properly pursue academic studies IS the emphasis here, since those with a college degree, or technical training, generally earn more than those with only a HS diploma. And if they earn more, they pay more taxes.. :0) I certainly don't believe in paying them ANY wage, but merely giving them a subsistence stipend as is the situation with the Peace Corps.

But I invision it would take the form of "work camps", or marrying certain teams with private contractors working on government infrastucture projects.

We can look around EVERY day and see where the government is paying out salaries to people to meet is responsibilities. Something like fighting forest fires, or building roads and bridges... All places where the government expends money on infrastructure that each of us use throughout our lives. So I figure "what's wrong with utilizing young people to develop skills, a work ethic, and earn money with which to attend a program of higher education upon completion of their service. And the more dangerous the job, the more they receive.

As for additional costs in managing, I think streamlining government agencies WHICH ALREADY administer government works projects with private firms, we should be able to do so without a tremendous increase in cost.

Enough said on the topic though... It's really off topic. I just wanted to put my views out for public comment, and I appreciate everyone's opinions.. Even those who disagree with me.
