It could be read that way it is true. I however see the action as distribution before a brief fall over the next few sessions. Take a look at the weekly chart here from StockCharts using candlesticks. See that black doji representing last week's trading? It could be significant portending a change in direction from up to down:

Now look at the daily chart and we see that a case could be made to support consolidation before a rise as you suggest but remember that despite the positive action of AMAT neither AMAT nor the SOX hit anything other than lower highs and lower lows in today's trading:

Still holding my short position of 2000 shares of AMAT, RtS
