Actually, I believe that when the Soviets left Afghanistan, the Soviets and the United States signed an agreement. The Soviet side of the agreement, was to leave Afghanistan. I think that the American side of the deal was to NOT interfere in the internal affairs of Afghanistan.

Which is probably why the United States contributions to the country were through the Red Cross.
