Spotty Federal Prosecutions

There are 90 federal judicial districts within the borders of the United States, each with its own semi-autonomous U.S. attorney. Because the districts have widely varying economic. demographic and geographic characteristics, it is hardly surprising that federal enforcement activities within them is widely varied. But the sheer range of these variations sometimes is startling. For example, there are some districts that have 20 times fewer prosecutions per capita than others. But specific comparisons are more interesting than generalities. Massachusetts, for example, has a booming economy and Boston, its principal city, is the leading financial center of New England. It also is believed to have experienced more organized crime and official corruption problems than many other sections of the country. But when compared with 89 other federal districts during both the Bush and Clinton administrations, Massachusetts has ranked in the cellar when it came to prosecutions per capita -- between 86th and 90th in the Bush years and 82nd and 89th during the Clinton era.
