Under Clinton's administration North Korea and South Korea began talking again. North Korea and the U.S. began talking again (and not just at the dividing line). Clinton also did much to convince China that the U.S. was a better country to associate than the money pit of N.Korea. That is how North Korea could be stopped. If they think otherwise the U.S. Navy was ready to show them the alternative.
