Intel has never argued that claim. On multiple times, Intel has admitted that performance equals megahertz times IPC, and even as a direct response to the lower IPC of the Pentium 4. Intel's claims simply are that the Pentium 4, with the product of frequency and IPC, is the fastest CPU out there. Many benchmarks tend to validate that point.
