You're referring to the fact that atomic motion will not actually stop if a substance were cooled to absolute zero due to the Heisenberg Uncertainty Principle, right? Quantum mechanics?

And to go beyond that or get into the equations, I'd have to do some research. It's been years since I touched quantum mechanics.
