It's not as if the Bush Administration has totally abandoned research
Bush is stalling, as near as I can tell he doesn't want to disrupt the oil use pattern until he has had a chance to throw a multi-billion dollar bone to his friends in the oil service industry. Check out his latest actions:

the new rules will make it rare for companies to have to add pollution-cleaning devices to dirty power plants.

The cheapest time to upgrade a plant is when it is being modified anyway. The clear intent here is to not upgrade the pollution controls and pass the problem on to some future administration.

Today's Bush idea to end work on nearly complete 70mpg auto designs to focus on decade or more fuel cell technology is another attempt to stall. The obvious correct policy is to complete the current design and continue work on the fuel cells for the next generation.

Bush Jr. is rapidly pissing away America's chance to be a leader in this category of technology.
