I don't have any problem with that. If they want to come and work, or attend school, here, then just obtain the necessary documents, be required to periodically display evidence that their original status is still current, and follow the regulations.

And, like you, I also dream of a retirement in Costa Rica or Belize (or somewhere comparable). There are quite a few American Ex-Pats living in CR, including a former professor of mine who couldn't stop discussing how OUR class would be his last, with the point being that he didn't care whether we paid attention to him or not during his boring lectures. Not one of my favorite instructors.. :0)

The real point is that we, as Americans, would not be permitted to immigrate and become citizens of another country, without showing a command for their language. I certainly wouldn't presume that I had a right to live there and NOT attempt to integrate into their culture and language.

Btw, interesting statistic.
