Yeah, but if relatively inexpensive countermeasures (inexpensive relative to ABM systems anyway) are "mass-marketed" to the world... and Russia / China / North Korea get rich selling such non-nuclear "defensive armaments"... (Totally non control-able by 'anti-poliferation agreements' since they are not nuclear weapons or even offensive weapons such as ICBMs by any stretch of the imagination), than will that not greatly impact the ultimate effectiveness of whatever ABM system we build?

Or at least greatly increase it's costs?

Russia / China (France?) can sit back and get rich while pretending to be "good guys", helping little nations defend themselves from a "US nuclear hegemony".

In such an arms race, the people willing to sell to both sides are the ones who get rich.
