I believe it is, in a vacuum, but not through other media. Sorry, my physics is a little rusty, but the "bent stick effect" i.e. when you put a stick in water it looks like it bends, is caused by the difference in the speed of light in water and air, I think.
Since this is the George W. Bush thread, I think we should limit discussions to those that he would understand :-)

I think that is the reason for the twin paradox, don't ask me to explain that one, but basically it says that if a twin took off and flew around the universe for a while at speeds close to the speed of light, when he/she came back to earth, he/she would then be younger than the other twin.
