That doesn't explain the 3 million motherboards that were ordered and built for which the there were no CPUs.

Why would the OEMs order 15 million motherboards and 12 million CPUs?

The motherboards are sitting in cases in Taiwan and can't be sold because there aren't any P4 for them.

I suppose someone could have ordered 3 million motherboards and forgotten to order the CPUs for them. Is that your explanation?
