I know they have a few good schools -- that can make a difference. I worked with a guy who graduated from the Indian INstitute of Technology and he told me they get 300,000 applicatiions each year for 3,000 accepted students. At an acceptance ratio of 100 to 1 you can be pretty selective. A school like that can be a real shot in the arm for the economy -- in the US there are a lot of whiners who can't understand why they are not rich even though they are dropouts from some second or third rate college.
