Dave the idea of mobile sites had nothing to do with detection it was to prevent hard targeting of the sites, thus preventing an massive offensive to hit all the sites before we could counterattack. No one needs to launch a nuclear attack to stop a Roguie (whomever they are), you tell them dismantle the site, and if they don't you use conventional precision guided munitions to destroy the site, simple clean effective no collateral damage and no need to depend on some magical shield.
