Taliban oil trade had a serious defect. In order to get the deal the Bush administration had to lower it's emphasis on Bin Laden's terrorist organization. At the same time the oil pipeline revenues would have made the Taliban less dependant on Bin Laden's financial input. Osama Bin Laden's best chance to remain influential was to strike when he did to disrupt the deal.
