Tench if your listing them in order of deaths I think Mao has to be on top. Of course he had more people to work with. The % was lower but by percentage Pol Pot would be on top. Looking in to it a bit more I found this page users.erols.com

Tenchu, yes, those guys wanted to breed a super soldier, by shooting at everyone those that are not killed will evolve into bullet proof soldiers. In the old days of G Khan, they wanted land and no people on it, so they killed everyone when they took a territory because they were even then suffering from the limits that the land could support. The famed mound of a million skulls was done by G Khan, (I did not know they had decimal counting then?) The Romans needed the woldiers and so they incorporated the conquered and made them into more empire. 1) Uncle Joe 2) Herr Hitler 3) Chairman Mao 4) Pol Pot These guys were all religious/racial bigots who wanted to kill those who were not of their race/religion so they could take their property and use it for their own people, just like G Khan. Communism was a religion since it could not tolerate any other religion(religions are like that, that is how you know them) Bill
