I think Carlyle came first. The puzzle is obscured by Bush's executive order hiding the administrative actions that happened at the time of the founding of Carlyle. Once the oil path to the middle east was opened by Jim Baker and Bush Sr. then the public companies like Enron tried to put a retail component in place.
