I guess it depends on how you define "behind". OK, so AMD's first fab will switch to .13 6 months later than Intel's first P4 fab switched. But, given that Austin is stopping CPU production, AMD only needs to convert Dresden and in a single stroke they are ahead of Intel. Exactly what their stated policy is - start switching processes 6 months behind Intel to keep ahead overall.

And, let's face it, the Thoroughbred shrink can hardly be as much of a disappointment as Northwood is. An XP 2000+ performs at least as well as a Northwood 2000, and there are no signs yet of the Northwood sweet spot being so high as to squeeze out the low end XPs, never mind the Thoroughbreds.
