No, Marketing was worried about their darned image, can't let AMD catch up. So they pushed Management to release P858 to the HVM Fabs before it was ready. The Development and Process Engineers were against it. F12 had to simultaneously finish the Develpment, and ramp the Process. It didn't work well for CuMine, so intel stoped listening to the Marketing People. And by the way, Notched Poly wasn't originally part of P858. There was no Poly Notch when the Process was transferred. That happened afterwards.
