No. Genetics is only part of it. One's environment (parenting, culture, etc...), combined with possibly somewhat random triggers (who knows what'll set certain people off at certain times? Why do identical twins often have different personalities?) causes a person to turn out the way they do.

Except we can physically see genetics in action and say, "hey, that's genetics", and we can prove that genetics did certain things (Down's syndrome, for one), but we can't "prove" actions by God. That's one reason to believe in genetics over God.
