They very well may have Thoroughbred in silicon in their labs, and they may be able to get it to work with certainly low levels of testing, but it doesn't mean that it is anywhere near production worthy.

Which is really the point. Functional doesn't mean anywhere's near production.

"Functional" can mean many different things. He did not say 100% functional.

He said "fully functional" I take that to mean 100% functional.
