I don't see how McKinley couldn't be an improvement. If it gets the 70% performance boost in SPECint, it will have competitive performance with other RISC chips. If Microsoft launches the full version of Windows 64-bit, and HP gets their act together with HP-UX, then McKinley will have much better OS support than Merced (which only has Linux right now). If the OEMs get some more infrastructure set up before McKinley launches, it ought to make the platform look far more attractive. I think all the above has a high probability of happening, don't you? I can see Itanium selling 100x or more the Y2001 volumes this year, and Intel won't even have to give them away for free any more. :-)
