I do think it is arbitrary. There is nothing magic about that specific number. But somewhere in the neighborhood of 30% might be important to give AMD the critical mass to be able to keep up with spending on research and building new fabs. AMD shouldn't be willing to take a big drop in ASPs to move from say 28% to 30%, but I don't think they should just be happy with sitting on something in the low twenties.
