I don't know much about the political structure of Holland, but I expect that Holland succeeds for the same reason it has succeeded for centuries. Societies which have universal suffrage, universal literacy, respect for individual rights, and enforceability of contracts are able to bear quite a heavy load of collectivism without foundering. It's not ideal, but Atlas doesn't shrug unless the burden is too much to bear.
