Re Accounting/Consulting Firms: I formerly worked for a government employer which required months long audits every year, I believe from Arthur Andersen. They sat near my work area, and I got the impression that it was easier on them, personally, to cultivate good personal relations with the Dep't Administrators. For individuals in less secure, less lucrative positions with the audit company, there was the hope of getting hired into a secure, better paying job with the government if the government administrators were pleased with their work. Several of them did get hired for positions up to the administrative level.
