Believes co's balance sheet is stabilizing with strong cash and deferred revenue positions. Firm would accumulate shares up to the $10 level.

Monday 10:49 ET Nokia (NOK) 22.50: Morgan Stanley's London research team downgrades NOK to UNDERPERFORM from Neutral with a price target of $13 and cuts 2002/03 EPS estimates by 6% and 4%; says two key concerns are a feared decline in 2002 telecom equipment revenues in China, and a reduction in its mobile phone forecast by 6% to 410 mln units; sees short-term drivers turning negative. Stock trades off 5.6% in Finland.
