Complicated question. Clearly depends on circumstances. No one answer. Kurds still have land but no country..and they are the oldest inhabitants there...Survival of the fittest, no different than Sarangetti <sp>

As Goldsnow says, its a complicated question. But the answer is quite simple: it simply depends on which side of the "force" you are.
