Reagan dealt with a Democratic Congress for most of his terms of office. While Clinton dealt with one that was Republican for most of his tenure. Who controls the purse strings, Congress or the President? Clinton also had benfit of the line item veto that Reagan requested.

Noboby spends our tax dollars any better than the Senate's Appropriations Committee Chairman, Robert Byrd, Democrat of West Virginia. Right behind him is Republican Sen. Ted Stephens of Alaska.

These guys do shameful things with our tax dollars.
