IMHO, "the beginning" was when the pakistani administration supported and encouraged the creation of a Taliban government.

I do think it took some brass on Musharref's part to take steps against the extremists though, given what I have read about the degree that they infest the Pakistan government, though he probably had no real alternatives having realized the wind had changed.
