The lower voltage and copper have combined to lower the power dissipation.

The power dissipation of 2 GHz 0.18 micron Willamette is 75 watts and the power dissipation of a 2.2 GHz 0.13 micron Northwood is 50 watts. (I'm not sure if he is quoting MAX power or Average power - but I assume he using the same spec for both devices)

The reduced voltage - 1.5 Volts (0.13) vs 1.75 volts (0.18 micron) should reduce power by 27% (V1/V2)^2 - with frequency being constant.

However, the ratio of 50 watts/75 watts is a 34% REDUCTION in power coupled with a 10% INCREASE in operating frequency as well as 256 KiloByte of extra L2 cache thrown in to boot !
